Industry Experts Speak Out in Support Of Frank's Bill
behind Barney Frank's proposed Internet Gambling Regulation and Enforcement Act (IGREA) of 2007, aimed to overthrow the Unlawful Internet Gambling Enforcement Act (UIGEA) of 2006.
The UIGEA criminalizes the act of placing wagers over the Internet by
making it illegal for US financial institutions to facilitate monetary
transfers between US citizens and online gambling operators. Frank's Bill,
the IGREA, proposes to regulate Internet gambling by allowing qualifying
Internet gambling operators to apply for a license to conduct business
with adult US residents.
Experts of the industry from across the globe have proclaimed their
support for Frank's Bill, as they believe the industry can be effectively
regulated to prevent problem gambling as well as underage gambling.
Current systems in place have already proven to be effective in these
areas. Safeguards are in place to monitor amounts wagered and time spent
doing so, enabling the operating system to cut-off and/or exclude users
who exhibit extraordinary gambling habits.
Executive Director of the National Council on Problem Gambling, Keith

discourage unsafe behavior."
Andrew Poole is the Head of Services for the British charitable
organization Online GamCare, devoted to addressing the social impact of
gambling. Poole made his support of Frank's Bill known, "The robust,
regulatory framework proposed by Congressman Barney Frank presents a
viable opportunity to protect American consumers and combat problematic
gambling."
